Comment:

 I've just realised that the first paragraph above is rubbish: I didn't
 change mkTextEncoding, only localeEncoding. So perhaps it was just a
 foolish missing hClose that was causing this behaviour. Sorry for the
 noise.

 The second paragraph still stands.
