#7389: can't link postgresql-libpq on windows

i follow the instructions here:
https://github.com/hdbc/hdbc-postgresql/wiki/WindowsInstall
and when cabal tries to link, i get:
Loading package postgresql-libpq-0.8.2.1 ... ghc.exe: Unknown PEi386
section name `.idata$4' (while processing:
c:/PROGRA~2/POSTGR~1/9.1/lib\libpq.a)
ghc.exe: panic! (the 'impossible' happened)
(GHC version 7.4.1 for i386-unknown-mingw32):
loadArchive "c:/PROGRA~2/POSTGR~1/9.1/lib\\libpq.a": failed
