 For Windows, couldn't we implement non-blocking I/O correctly by first
 calling the `inputReady.c` function?  That is, change
 `readRawBufferPtrNoBlock` and `writeRawBufferPtrNoBlock` to first call
 `fdReady` to make sure the operation won't block before proceeding.
