Minor grumbles: PackedString and Regex

Should I really have to make PackedString and Regex typeable myself?

Various Regex functions are "obviously" pure, but aren't.  Could you
bring yourself to wrap them in unsafePerformIO so I don't have to?

I realise both of these potentially break code, but not very badly
and I shall probably have to fix most of it; I would still like this
sorted out . . .
