I'm not sure I understand exactly what it is you want to do.

Package "net" is an old non-hierarchical package, the new one is called "network".

Do you want to use networking in GHC itself?  Or something else?

SRC_HC_OPTS is for options that are passed to all Haskell compilations in the tree.
