We're only talking about "other tools", not the libraries (including the GHC library), right? This seems like it would be a step backwards to me (after all, I wouldn't have spent the time moving to Cabal if I didn't think it was a step forwards), and I'm not really sure what benefit you see in it: how much time do you spend working in utils/?
