The fact that -XGADTs (in isolation) implies -XMonoLocalBinds isn't the problem. The problem is, the order in which language pragma are offered should not matter. Whether I say {-# LANGUAGE GADTs, NoMonoLocalBinds #-} or {-# LANGUAGE NoMonoLocalBinds, GADTs #-} shouldn't matter.
