The only online optical I'm aware of that dispenses 1.8 or 1.9 index
glass is Visions of Canada:

But don't expect the appealing pricing that you can get from Hong Kong
opticals.

I suggest trying out a small-lensed pair of glasses in 1.67, 1.74, or
whatever high index you can get in plastic from a real discount online
place like Zenni or 39dollarglasses or Goggles4U.  Get plastic frames
that camouflage the edge thickness of your lenses.  Keep in mind that
plastic lens materials can have smaller center thickness than glass,
and thus can come out thinner at the edge than direct comparison of
refractive index would suggest.

There is another benefit to using lower index materials besides
dramatically reduced cost.  The optical qualities of lower index
materials are better than higher index materials.  Abbe number is an
important measure of comparative visual quality, and low- to average-
index materials are much better in this regard than high-index ones.

I got two pairs of daily wear glasses from Zenni-- one with memory Ti
frames and 1.67 index lenses, and one with plastic frames and 1.57
index lenses.  (My weaker eye has roughly -6 sphere and -4 cylinder,
oriented so as to maximize outer lens edge thickness.) The thin ones
cost me $63 and the thick ones cost $17.  You know what?  I wear the
plastic ones with thicker lenses at least as much as the thinner
ones.  I think they look just about as good on me, but the standard
index lenses give noticeably better vision.
