The outer size of the frame doesn't change that much. You increase the size of the bridge and the frame pieces that hold the temples in order to make up for a smaller lens. When all lenses were glass, a smaller lens reduced weight. The main reasons for reducing lens size now are for aesthetic preference and to have a thinner lens on a strong prescription.
