There are a variety of places to get help but all of them will need
focused questions. Asking things here is fine.
Debian has a decent user suport mailing list called debian-user, more

Since that's just a mailing list, answers will come from people with a
variety of expertise so some will be wrong. It is also prone to
occasional long off-topic nonsense. All that can be done is ignore that
stuff.
There's a debian web forum but I have no experience of it.
Unix & Linux STack Exchange is a good place to ask specific quesitons
and as long as you specific that it'sd about Debian you should get
Debian-specific answers.

Since answers on Stack sites are rated, you do tend to get correct ones
more of the time, but your questions do have to be more specific. There
is little tolerance for discussion/debate.

It's a good practice and setting up a self-hosted blog of some sort
would be a good learning experience.

It is the best way. Things change so fast.
Virtualisation is a good way to experiment without having to own or have
access to lots of physical servers. Even if your main desktop
environment is Windows or Mac you can run Debian Linux virtual machines
on it.

Interaction on all Linux User Group forums that I'm aware of has tailed
off dramatically over the last decade or two, so do expect things to be
rather more quiet than in your colleague's time.
