It put more constraint on upgrade: if you want a fast race, you need the logistic behind. Otherwise speed upgrades are simply much too powerfull.

It's not that simple. Speed upgrades can, of course, be balanced without any disadvantages, by being made weak enough. However, eating per mile is not really a disadvantage except to idle globs: They can also fetch food faster, so they cover their expenses, and the upgrade is simply an upgrade to your relative speed over your enemies. (Of course, your buildings still go at the same speed... so you need more Inns, etc.)
