I would prefer absolute values, so that maps are comparable.
Thinking about it again: I would like the ability to toggle between absolute and relative values. So that I can estimate how fertile a piece of land is by my experience on other maps and easily estimate how fertile it is compared to the rest of the map. But in the latter case, this should be relative to the average fertility of the map. Can you use this overlay for the map editor too? I believe this could help map creators.
