Indeed one has to change debian/control to add the correct build-deps and to change debian/rules to call scons and to copy the correct files. Does scons has the equivalent of make install ? That would facilitate de content of debian/rules, because otherwise all files have to be copied into debian/usr/... by this file when building the package.
