It is like the IPCC an intergovernmental body within the UN system.
As for the IPCC and climate change, the IPCC does not take a position
on the best policy response to climate change. It's quite possible for
somebody to buy the IPCC science hook line and sinker and to declare
that emissions reductions at this stage have no value.
