OK it's a pretty thin article about a pretty thin agreement, but
California's position on this matter, especially given that it has a
Republican administration, is becoming rather interesting.
California, as often remarked, is a major world economy in its own
right. Can California effectively influence the entire US by
implementing relatively realistic policies of its own? Conventional
thinking would indicate that this would drive business away from
California, but the state's other advantages may outweigh that,
especially if it is joined by others among the more economically
robust states.
