That makes sense because one of the key steps in the oxidation of SO2
is SO2 + OH --> HOSO2
followed by O2+ HOSO2 --> HO2 + SO3.  The HO2 cycles back to OH.  See

for some more details.

If you don't have OH you can't make sulfate/phate areosols.
