There has been a spate of recent articles about Avery Lovin's Rocky
Mountain Institute working with the US military to reduce energy use

At $60/barrel the cost of running a tank in huge.  I remember
discussions at the time the M-1 Abrams tank was designed about the
mileage, not in the sense of energy use, but what would happen if it
ran out of fuel in the middle of a fight (Kayserine Pass sp??)
