Yes, you are correct, it now has only 18 pages. The "original" version of it had 21 pages. It appears that Fig. SPM-5 that previously was on page 19 is now Fig. SPM-6 on page 15. This "new" version is significantly re-formatted. (I haven't checked to see if there is any significant difference in content.) The "original" version is a file that is ~2.2MB, but the "new" version is only ~1.2MB. The "original" version had some odd comments describing changes yet to be made to the document. You certainly would think they would be more careful with a document that they want most people in the world to read!
