Well, I finally got a response on the whitehouse.gov search engine
issue. It's not very satisfying. Since the help page of the search
engine is very clear about the results I should expect, there are only
two possible explanations: Deliberate censorship or a bug, but they
admit neither. I plan to follow-up with Price.

Dear Mr. Adams:
Thank you for contacting me regarding the problems you had searching
the whitehouse.gov website. I appreciate your concerns that the White
House may be censoring the content on an official government website.
In response to your inquiry, my staff contacted the Whitehouse Office
of Media Affairs. As I understand it, using the search option with the
words global warming without quotation marks yields a very different
result - 4952 hits as opposed to 1 found when using quotation marks. I
was informed that this is likely due to the different phrases used to
discuss global warming, including climate change and global climate
change.
I hope this information is helpful. If I can be of further assistance,
please let me know.
