The House Energy and Environment Committee released a paper outlining a proposed cap and trade system for GHG emissions on 3 October. There was a story about the plan in the Washington Post:

To do so, the United States should adopt an economy-wide, mandatory greenhouse gas reduction. The central component of this program should be a cap-and-trade program..."
