The latest on realclimate concerns the idea of reversing some of the
effects of global warming with sulfates.  (This is more like radiation
control than true effective climate control, as the realclimate points
out that there would probably be some uncontrolled side effects.)

In principle, a single nation or coalition could implement climate
control.  Contrast this with the difficulty of getting all major CO2
emitters agree to reduce emissions.

I am not trying to start a thread on the dubious feasibility of
sulfates.

If there were a feasible way to engage in unilateral climate control,
what forces could lead to a single nation or coalition to attempt it?

Seems the preconditions would be a nation or coalition that:  (1) was
getting disproportionate harm from global warming, and (2) had the
resources to do it.

Can we foresee a situation where a nation or coalition with sufficient
resources would find the risk/benefit favors unilateral climate
control?

I suppose private funding could help with such an effort.

The benefits might be:

1. Avoiding flooding
2. Reversing loss of agriculture
3. Reversing drought

One of the problems with climate change will be that the groups most
hurt by it will also have their resources and political power
reduced.  A nation or region might be depopulated or impoverished to
the point where their resources would be reduced.  Those with the
greatest stake in reversing global warming may be those least able to
do it.
