The van Leeuwen work is not credible in my opinion, based on a reading of this: http://www.world-nuclear.org/info/inf11.html CO2 emissions per kWh from the nuclear life cycle are lower than any other fossil fuel alternative, and much lower than fossil fuel, according to several credible life cycle analyses. Germany plans no new nuclear plants and 25 new coal plants (one with experimental carbon sequestration) by 2020. That's a good policy for coal miners and anti-nuclear activists, but a bad policy for the global atmosphere and climate, in my opinion, based on my reading of the above works.
