The first IPCC reports came out so long time ago that they were
published and distributed in dead tree form.  Those are easy to find

I've noticed more and more pages showing up, first as PDF image files,
later as PDFs with text layers, and eventually in HTML form, at the
IPCC website.  Seems to me they're working through the collection.
Have you asked there directly?
