The Chinese are working on a proven and safe nuclear technology that eats old fuel rods from dirty nuke plants, it is the MSR (molten salt reactor) a technology that was developed in California at Los alamos, but shut down under Nixon as the military was more interested in dirty nukes to build nuclear weapons and the Thorium based MSR plants consumed it, but did not produce much waste. The tar sands need some of those to make steam for underground injection, they need as much energy as they produce right now, wasting precious gas...
