Maha digs up '68 rule, vows to give preference to locals

Mumbai: In a decision that would appear to flatter the MNS and Shiv Sena
that have been agitating against North Indians in Mumbai, the Congress-NCP
led Democratic Front government on Monday said it intends stricter
implementation of policies that give preference to locals for jobs framed
since 1968.
   The government announced its decision to come up with state and district
level committees for implementation of preference for locals in jobs, a move
that political observers here see as a pre-election exercise to woo back the
Marathi voters who might be drifting to MNS. The earlier government
resolutions (GR) that would be implemented strictly were issued by Congress
governments in 1968, 1970, 1973, 2005 and 2007.
   The state government wants 80% of junior jobs for locals and 50% jobs in
supervisory levels for locals in small scale industries to large units.
   A senior officer of CM's secretariat said, ''We had issued GRs and
policies were in place giving prominence to locals for jobs. But the
implementation was never done with seriousness. Now the government has set
up district-level committees which will be monitored by the collector. The
state-level committee will be overseen by Development Commissioner Malini
Shankar.''
   The reservation is not just for Marathis, but for all citizens who have
resided in Maharashtra for more than 15 years and one needs a domicile
certificate to prove that he is a Maharashtrian. The domiciles are issued by
tehsildars of each area.
   However, the move is expected to be met with stiff opposition from
industrialists, especially those against dictatorial policies like
reservations.
   Industries secretary A M Khan said that the GR issued on Monday was only
to systematise the process and check if there are any difficulties. The
monitoring committees will also have the vocational guidance officers to
ensure that there is no shortfall and check whether reoritentation is
needed.
   Industries department officials said that the entreprenuers will have to
give an affadivit that they will give preference in jobs to locals. They
will also have to give data how jobs have been provided to locals since they
started production and give updates by June 30 each year. MNS spokesperson
Shirish Parkar said, ''Finance Minister Jayant Patil had made a similar
statement on the concluding day of budget session of the legislature this
year making jobs compulsory for locals.
