New Delhi: India's mobile subscribers are inching close to more consumer
choice with telecom regulator Trai on Tuesday issuing draft Regulations to
facilitate Mobile Number Portability (MNP) implementation. According to
this, a mobile subscriber becomes eligible to request porting his mobile
number only after 90 days from the date of activation of his present mobile
connection.
To acquire a new user, the recipient operator has to carry out subscriber
verification within five days of receiving a written request. After
verification, the request has to be forwarded to the donor operator (to
whose network the mobile subscriber number currently belongs) to obtain
clearance.
After receipt of the porting request, the donor operator shall verify and
communicate the details to the MNP service provider within two working days.
In number portability, a user can change service provider without changing
his/her mobile number.
The draft regulations lay down the business process for implementing MNP
after consulting with access providers, National Long Distance Operators
(NLDOs), International Long Distance Operators (ILDOs), MNP service
providers and industry associations. Stakeholders are required to send their
comments on the draft regulations by July 14.
A Trai consultation paper on per port transaction and dipping charges is
expected to follow shortly. The draft regulation details subscriber
eligibility conditions for porting, obligations and duties of service
providers, donor operator (where the subscriber exists before porting),
recipient operator, MNP service provider and number portability database
centre.
