The plus sign (+) is replaced by a space when editing a ticket description
that contains a plus sign.
== How to reproduce ==
Edit a ticket description and add a plus sign (+) and commit.
The plus sign appears in the description, but disappears when you edit the
field again. If you submit again the field without making any modification
(plus sign was replaced by a space), the plus sign disappears.
== Possible reason ==
I have had the same issue while processing forms and using php function
url_decode function to convert url encoded letters to alphabet.
I solved my issue by using utf8_encode and utf8_decode instead.
