Try to make it easier : convention instead of config.
Example : no need of :
$PLUGIN_HOOKS['headings']['room'] = 'plugin_get_headings_room';
and
$PLUGIN_HOOKS['headings_action']['room'] = 'plugin_headings_actions_room';
only
$PLUGIN_HOOKS['use_headings']=true;
