As I see at plugins catalog there is no such plugin.

I can suggest some ideas:

1. Use built in tickets for logging your activities.
You can link ticket with network equipment, select category, for example - 
"logbook - network activities".
After that you can filter by category and there be some kind of your logbook.

This method - simliest and dirty wirkaround. No need for programming.

2. Create logbook, as you need.
It could be simple webform with number needed fields and with ability to link 
record with network device from glpi database - table glpi_networkequipments 
(version 0.84.5).
In this method you need to program some kind of form to add records, and some 
kind of page to view the logbook.


If you can give more info, what result you expect, maybe you get more answers.
