I would also suggest that you lubricate everything that moves from the
trim tab all the way up to the
trim handle. (start with the piano hinge on the trim tab as that's
probably frozen from lack of
lubrication in the past.  I suspect the small amount of movement you are
now getting is just slack in
the cable being extended and compressed.
    Disconnect the wire (at the rear) from the trim tab and see if you can
move the tab up and down by
hand.  Lube it well with a 'very' thin oil such as sewing machine oil,
instrument oil or (my favorite)
'Dry-Slide'.  This is a very fine oil that has graphite in it and it lasts
a lot longer than just oil
alone.
