Scott, I'll try to keep this short. Yes there are a number of ways to fix
this without pulling the tank.  Best results are as follows.  Completely
drain the header tank...  Leave the cap off for a few days to let any
excess fuel evaporate.  Buy yourself some Miracle paint from JCWhitney's
on-line catalog.  The black works the best as it's a little thicker than
the clear.  OK, now for the hard part.  Crawl under the dash....   Lightly
sand the rivet heads and an area about 1 inch in diameter around each
rivet.  Wipe clean with tack cloth and a little rubbing alcohol.  Then
apply as many coats of the miracle paint as you care to apply.  I'd put at
least 4 coats on and 6 or 8 would be even better.  This will stop the
leaking rivets.  If they start leaking again in 4 or 5 years.  Remove the
old glue using a chemical paint stripper and repeat the process.  This
will work on your wing tanks too.  
 
In the mean time save up your money and have your tanks rebuilt.
