HI Dennis; I do not know if all the Lunkenheimer primers are alike, but
the one I have looked at did not appear to have internal "O" rings. It had
a sharp point on the business end which more than likely prevents fuel
from flowing through the primer when it is locked closed. A thin metal
ring, which seemed to fit snugly on the shaft, and in the barrel, and a
packing under the nut on the panel. The packing seemed to have a lip seal
on the side towards the panel. I removed this seal, which had dried out,
and part of the packing, then put some Teflon rope (for faucets, which you
can buy at the local hardware store) in the nut as a new packing. The
primer seemed to work good afterwards, and you could tighten the nut until
no fuel leaked out, but the primer still functioned easily. 
I have not checked it since I made the repair, so I do not know its
current condition.
