Harry,

Please go back and read the NPRM again. The currently certificated
aircraft
are permitted to be flown by Sport Pilots if the aircraft meets the
various
requirements for performance. Ed's letter is just asking for a
clarification that would permit us to fly say a 150 as long as we takeoff
with a gross weight of 1232 or less and the aircraft in question otherwise
fit the Sport Pilot limitations for stall speed (many will at this low a
gross weight) and max speed at maximum continuous power in level flight
(again many aircraft will). One of the big missing elements in the
proposal
is who makes the determination of which aircraft meet the requirements and
Ed's suggestion that an IA can do this by log entry is a good one. I fear
that we will see a lot of fight on this issue as it has many lose ends as
to how the flight testing needs to be done to assure that the aircraft
meets the requirements. I do know that the last thing we need is the FAA
doing the testing.

Have a good day,
Vern

Ed,

Great comments. I agree the proposed rules are difficult to overcome..."
no

presently certificated aircraft is allowed"; stall speeds, etc.

Your arguments and co-operation with the Cessna crowd may be what is
needed.

Regards,

Harry Francis
