I'm not an attorney, but I think the federal regulations re: interfering
with the operation of an aircraft, and other similar regulations, come
to mind here.  This property is designated as an airfield, or at least
commonly used for this purpose, so these regulations should apply.  The
feds would tend to have bigger penalties here.

I would recommend retaining counsel, especially counsel familiar with
aviation law, and having them look into this -as well as your property
owner's agreements/homeowner's association bylaws as was previously
recommended.  The AOPA (if you are a member) may also be of assistance.
It never hurts to ask.
