Ed; is it possible to have a 1400 lb gross with a C-75 ?

Yes,

Aircraft Specification A-787 which governs the 415-D and defines the
conversion to it, starts the first line of the 415-D section by listing
the C-75 engine and noting that the C-85 is allowed (as an afterthought)
in note 4 at the bottom of the Spec.

This is the type certificate for the 415-D and all later models of Coupes.
It is the LAW.

In addition, you can have a C-75 OR a C-85 on either a 415-C (1260 lb.
gross) or a 415-D (1400 lb. gross).
