As I see it, there are two issues here.  If the Data plate is missing,
what 
happened to it?  Is it on another plane in another country, or a pile of 
parts in a junk yard, or in someone's barn?  And secondly, where did the 
"plane" that is missing the data plate come from?  A junk yard?  Canada? 
Someone's barn...

If I had a plane that I knew had a data plate and it suddenly went
missing, 
I'd be pretty sure it was stolen.  I know nothing good could come of that.

On the other hand, if I were offered a plane with no data plate, I would
be 
very leary of entertaining the idea of ever getting another one for it.
It's 
a lot like having a gun with the serial number filed off...
