Can you please look into this? Should this be moved to KNOWN_ISSUE/BAD_TEST?
I looked into this and there did seem to be an issue with the patch
which caused the arbiter tests to fail. I have modified both 13626 and
13653 to take care of that. Hopefully the tests go through now!
