Description of problem:
We are planning to keep project release administration through github issues.
Hence to manage it better, need permission to manage labels etc.
Great if you grant these permission to @amarts (thats me), and @ShyamsundarR
(as he would manage couple of releases, mainly 4.0).

1. goto https://github.com/gluster/glusterfs/issues
2. try creating new labels

Actual results:
No options provided to create new labels.
Expected results:
I expect to have options to create labels
