Going forward the following owners would be managing the minor release branches
and require merge rights for the same,

- Rinku Kothiya
- Sunny Kumar
I am marking this bug NEEDINFO from each of the above users, for them to
provide their github username and also to ensure that 2FA is setup on their
github accounts before permissions are granted to them.
