Found a bug that is related to the incorrectly set hostname in restarted ec2 instances:
https://bugs.launchpad.net/ubuntu/+source/cloud-init/+bug/596993 I've requested a backport for Ubuntu Lucid which is the image that I'm using currently. This fix also needs to be pushed upstream as it probably affects all distributions. Once this is fixed then the peer probe using external DNS name needs to be tested for the stop/start ec2 instance scenario.
