Use the latest 3.8.x though for doing this process. I remember there was some 
performance issue with arbtier+sharding which is fixed in latest 3.8.x release.

his production workload with 3.8.x upstream bits and it worked fine. I forget 
which version it was. Ravi, do you remember?

Looks like 3.8.0 contains the CLI to convert replica 2 to arbiter:

Increasing replica count doesn't trigger rebalance. Self-heal daemon will 
automatically sync the metadata to the arbiter brick after you add it.
