There are a couple ways you could do this.  Set up the one account to
forward to the one you want to read the messages in, or turn POP3 on, and
have the "master account" retrieve mail from it.

Either way, then set up Send Mail As to be able to send "from" the other
account.  If you set up retrieve, it will automatically give you the option
to send as, and set that up at the same time.  Searching help for POP3,
Send mail as, and retrieve mail will give you numerous pages on how to do
these things.
