I just tried this on my old Macbook, running OS X 10.7.5 and Chrome 24.0.1312.57 (latest at time of writing)
I can confirm that clicking a mailto: link from within Gmail opens a new compose window but there is a Pop-in button on the top-right which will do exactly that. Not sure why that's not default. This behaviour is the same on my Windows version. Command-< on mine is 'back' and similarly Command-> is 'forward'. The default setting on mine for 'Application Windows' is Ctrl-down arrow, which does show the two windows.
