That is the kind of thing that Google Groups are for. Like this one, the [Gmail-Users] Google Group. But you might be able to do it yourself, using Filters in a Gmail account. Create one Filter for each person you need the message to go to. For every incoming message, have it forward the message to one person in your list. I'm not sure what happens in a "bounce" situation, so watch out for that. (Gmail also has "groups" of contacts, but I have almost zero experience with them so I don't know if they offer some advantage too.)
