No, it is labeled just as surely as the other one. The difference is that you've moved it out of the inbox so you don't see it there in order to observe the label. Also, if you change your view to the label itself so that you can see the email you've moved, you won't see the label because you're already in that label's view.
You only see labels on emails when you've not in that particular label's view. There's no point for them to show the label on an email when you're in the label's view. You already know it has that label because you're viewing it from that label. Try labeling the email in question with another label. Then go to that other label's view and you'll finally be able to see the first label that you applied to the email.
