Hi Bartley Firstly, had you done your own research you would have found this https://support.google.com/mail/answer/10966?hl=en and https://support.google.com/chrome/answer/1382847?hl=en Google Notifier has been superseded by Google Talk, which has now been superseded by Hangouts. You will need to install either Google Notifier or Talk.
Secondly, there is no way (currently) to upload a file to attach to a Gmail message from the Windows (I'm assuming that's what you are using) Explorer context menu. It is, however, simple enough to click Compose (or press 'c') for a new compose window and then drag your file(s) in. The alternative is to add your Gmail account using IMAP to a mail client eg.
