Finding just that ("all conversations that have a star on any of the
messages in a conversation") is easy. It's the opposite that you are
having trouble with, right?
Try the following. Search for "is:starred". Select All. Give them all a
brand new Label. Now search for "-label:" with the new label name. This
will bring up only those conversations that have no starred messages. It
works because adding a label adds it to every message in a conversation,
whereas starring a conversation stars only one message in the conversation.
When done, delete the new label.
Depending on what you are trying to accomplish, alternatively, you can turn
conversation view off. Then "-is:starred" would not include messages that
are starred. But that might not be what you want.
