Had the exact same problem. Bought a new computer after Google Hangouts had been offered as an option to replace Gmail Chat, and at that point Google took down the installer for the Google Talk Plugin, even though this stupid link keeps directing you back to it. You just get caught in an endless loop of being told to download something they no longer give you access to. Typical big company crap, shutting down something before rolling out a proper replacement.
To fix it I had to pull a backup from my previous machine and figure out what to dump onto the new one to get Chrome to pick things up. http://brass9.com/files/GoogleTalkPlugin.zip That's the contents of the folder: C:\Users\<User>\AppData\Local\Google\Google Talk Plugin Where <User> is the name of the user you login to Windows with. You need to download that zip file, copy the Google Talk Plugin folder into the AppData\Local\Google folder for your Windows user, close all Chrome windows and verify Chrome has completely closed in Task Manager (or just restart if you're lazy), then open Chrome and Gmail back up to finally find this stupid message has gone away, and you can make calls again. Note that I tried several other things before finally finding this solved it - it is possible other steps I took prior helped this to work.
