No offense, but this "smells like a rat".  (That's an expression, if
English is not your native language.)

Do you personally know the colleague to which this happened?

It sounds too much like a hoax, a story that gets circulated from
person to person until it "takes on legs" but nobody owns up to having
actually seen it.  The fact that it has "passport scans" and other
personal documents makes it more suspicious.  When is the last time
anyone had scans of their passport, that they emailed?

Sorry if the story is true and it sounds like I am insulting you.  But
it just sounds too strange/perfect to be believable.
