As far as I am aware, Google will block access to the account if it doesn't recognize the ip address and multiple login attempts are made.
I don't know this for certain, but I actually signed in myself the other day and was informed that a login attempt from Hong Kong had been denied, and was told I should change my password. I will look into that some more and get back to you, unless one of the regulars here provides a more definitive answer.
